Wrapper: Offline is the most popular server emulator in the GoAnimate community. Unlike the original GoAnimate, W:O is stored entirely on your computer and cannot be taken down. This is what also makes it easily modifiable. You can create custom assets, expand upon the default TTS voice list, along with many other things.
